Since it is privately owned, they can rent to anyone. Whether it be subleasing, etc.

I would let local law enforcement know first. And file a complaint with the Better Business Bureau (BBB).

How does it affect you? I mean what impact does it really have on your life that you are going so far as to report it? I realise there are laws for a reason (and this may or may not be legal) but there are some things that just aren’t worth the hassle. This is one of those things.

Jammin’s response is right on. It’s illegal to convert an apartment house into a transient daily or weekly hotel/motel. Consider the case of the Paseo condos near the Grove that were recently cited for renting out vacant condos as transient apartments and were heavily fined for such illegal activity.
